Why is this program or activity needed?
Why is it appropriate for the community or population served?
How does this fit into your organizations mission and history?
Does your organization  have the capacity to undertake this project?
What are the qualifications of those that will undertake the project?
Who else does your organization work with to provide these services?
How will you measure the extent to which​ the activity is successful?
Is the amount of money requested appropriate?
What will happen if the project  is not funded, or fully funded?
​What will occur after this funding period ends?
